It depends entirely on how strong Kaido was when Oden fought him. If Kaido was at least 75%/80% as strong as he was on Onigashima, and had Adv CoC back then, then Oden is top tier for being able to scar him that heavily with a single attack.

Most damage Zoro could manage was a smaller scar and most damage Luffy could manage was a broken horn.

Yeah, but I'm talking about physical damage.

As far as causing lasting damage to Kaido's body, no one has surpassed Oden's scar.

This is only because Luffy isn't a swordsman, though, and Luffy doesn't try to scar or dismember his enemies.
