There seems to still be some debate about whether the Gorosei have devil fruits, but there is actually a subtle scene in Egghead that confirms their powers are not devil fruit abilities.

Ju Peter was able to consume and regurgitate bubbles made out of sea energy and there was no impact on his transformation or abilities. This should not be possible if the Sandworm ability is a devil fruit power.

i'm really torn on what the yokai powers are

things like this make me think they're a variation of domi reversal

but they look extremely similar to awakened zoans and it seems like they have the same kind and number of transformations to zoan's...

maybe it's possible they had devil fruits that were modified by Imu into the ones they have now?

like maybe Warcury had a regular pig fruit, or Peter had some sort of vacuum fruit

I think devil fruits likely originate from the abyss or something.

Abyss abilities from Imu are thus similar to DF powers but not exactly the same.

They're the D without the F.
Become devils and use devil abilities, but these weren't previously inside a fruit, they were instead granted them from the Abyss directly.

In Romancing Saga 2, a game whose Seven Heroes Oda used to base his Shichibukai on, there is this interesting bit of lore:

Over centuries, the Seven Heroes’ bodies and minds were twisted because of the forbidden magic they used to defeat ancient monsters.
The heroes did not return to save humanity—they returned to feed on it.
Their techniques (Soulsteal, charm, evolution, control) required absorbing life or emotions from humans. Knowingly or not, they became monsters.

I think Oda will use a similar mechanic for IMU/the Gorosei.

Meaning that, maybe originally the Gorosei did eat DFs, but through the centuries these DF fed on the life of the Gorosei, turned immortal by IMU, leaving them as hollow husks, no longer humans. At they currently are, the Gorosei only appear human, when in truth they are "puppets" for their original DFs, which have now taken control of them.

This doesn't prove anything, the amount of seastone/seawater required to nullify devil fruits is clearly relative to the size of the individual, which is why Sanjuan Wolf can walk around in the ocean and why Loki was chained with city sized seastone chains and not just some tiny chain. Ju Peter's worm form is massive, those bubbles may as well be ant sized.
