I mean Kaido isn’t called “The dragon”
It’s not a given that mythical zoan users are get their epithets from their powers… we know Marco’s epithet is “the phoenix” because that’s what he’s called in the story… Not simply because he has the fruit… someone directly says that’s his epithet and that how we know
Also no one STATES that they are dfs.. they ask questions around the Saturn’s ability and wonder about his appearance but there’s no one that’s says stuff like “that’s the Bull bull zoan mythical gyuki”…
When everyone is frozen by Saturn Vegapunk is using deductive reasoning to say “it’s not a haki ability so it must be a df ability” when describing Saturn and when Devon touches him she is wondering about what his df abilty is
In both instances no one directly says “this is a df”… it’s more like they are assuming it must be a df based on what they know of the world… Vegapunk knows it’s not haki so he just says the only other thing he assumes it is, a df… doesn’t mean he’s right

There’s no “ X Zoan Mythical model Y” in the names… interesting
In Before Law said Kaido is that Dragon flying on Kuri. which makes us speculate that it wasn't a DF but a real Dragon. But Oda drop that theory on Rooftop.
The Gorosei maybe the same case as that.

Seems like something more than devil fruit powers, the summoning particularly has a witchcraft vibe but they all also seem to be capable of telepathy and regeneration. Wouldn't be surprised if they could swim too tbh.
That being said since they have the smoke around their heads, I can't see devil fruits not being a part of their powers at all.
