It probably has some connection to the Forbidden Sun or Mother Flame.

It's entirely possible that the Forbidden Sun or Mother Flame is connected to Devil Fruits. And Devil Fruits are born from people's desires. The Sun/Flame could literally be the energy of dreams made manifest. The Forbidden Sun and Mother Flame could be a "purer" version of the power that creates the Devil Fruits. "Devil Fruit Energy".

Which means that fire is symbolically linked to dreams in this story. So, when random characters start using fire attacks, it's a sign that they're starting to physically manifest their dream into the world. It's a physical representation of their passion. Their desires taking on physical form, and giving them power. In the form of fire from their very souls! They're making miniature versions of the Sun/Flame with their own willpower.

...Or it just looks cool. One or the other, I guess.
