Regardless, even if he did, that was before the creation of the series, when Oda wasn’t planning ahead. (Didn’t he say One Piece was supposed to end in four years?) Maybe he was planning to make him the best ever back then, but the world and its scale are much bigger now. And if he was truly planning to make him the best ever, you’d think Oda would have at least left just one panel of Zoro saying that , but there’s none. All we hear is, “I want to be the best in the world.”
Not necessarily bums, per se, but nothing suggests that (if they did exist back then) they were stronger or even close to the current scale.
The guy was highlighted for killing a freaking dragon , that’s pretty telling, lol.
