Not Sandman, but another user here:

There's a difference between 戦力 (as admirals were called 最強戦力) and 部隊 . 　部隊 is more about specialized small units (so the HKs) while 戦力 is literally about raw firepower. Admirals were never refered as 部隊 once in the series, they're more like one-man army.
I guess it confirms HKs > CP0 tho

You'll have to cross check with his, I'm really not knowledgeable re: translations.
