The silhouetted person in the last panel of chapter 1121 is 100% the man marked by flames and not only that, i also believe he's Shanks's brother.
It's without a doubt the Man marked by Flames, it makes no sense othervise. He's one of the 12 that plays a crucial role in finding the one piece, but this is why i also believe he's Shanks's sibling.
During the God Valley Incident we know Shanks was present and was found by Roger. Garling was there too, so it's safe to assume that his brother was also there.
