When we saw the brief flashback of the rocks incident it was heavily implied that Garp didn't really care about anyone else besides Roger he was ready and willing to let Rocks do whatever they wanted until Kong pointed out that Roger pirates showed up to only then did Garp decide to go fight

After Rogers death Garp likely didn't see anyone else has a worthy opponent and stopped going out hunting for pirates like he did before
