The M3 will always apply in the sense that these 3 will end up significantly stronger than the rest of the SHs, incl. Jinbe. But being part of the M3 doesn't say anything about the gaps in strength within the M3. Luffy could get so strong that he's able to solo the rest of the SHs together and they'd still be the M3. It really just refers to the gap between Sanji and the 4th strongest SH.
