Imo, the Yonkou system can disappear after the discovery of the One Piece, however piracy will continue to exist. I mean, not every pirate is after the One Piece. Some wants power, some wants to plunder, etc...
So there will be powerful pirates who stand out from the rest.
First, we have pirates who own countries : Boa Hancock and we can put Katakuri in this category given he's now the head of the Big Mom pirates who own Whole Cake Island.
If Doffy and his family happen to get out of jail, Doffy might also be part of those powerful pitates.
And I saw above Yamato. Yamato has actually a shot to become a powerful pirate.
And I think that's it.
Because Law will have no reasons anymore to sail once he will discover the meaning of D.
Kid will have no reasons anymore to sail once the One Piece will be found.
And the renmants of the Whitebeard pirates will stay disbanded forever imo (except maybe for the final war).

Well you have to understand how the world will be after that.
We won't have WG but will have marines. We won't have 4 seas but All Blue. No red line probably. No Fishman island underwater. No Mariejoia.
Of course there will be levels between pirates. Just like it had before Roger's death. But remember even world strongest Whitebeard and even Roger himself used to be chased by marines. After Roger's death this doesn't happen anymore. Marines need authorization to attack a Yonko and they usually doesn't attack (I don't remember one single situation if not Marineford of course).

By the time luffy is pk there won't be a yonko system. It's already struggling as there are only really 3 yonko and buggy being seen as 1 but really can't stack up to any other yonko crew. There's going to be the shs as the pk crew and the others. The sea is going to be wide open post luffy being pk because the other Emperors would have failed and there's no other crews on the sea that can rival a yonko. There might be baby yonko that go by a different title but are strong crews. Those 4 might be momo possible top tier later with a already established territory with strong fighters, kata room to grow and could reach top tier with a already established territory with strong fighters, Yamato top tier already and if she leaves wano and starts a crew she can grow it to be that strong, and maybe law or kidd if they are alive and can recruit some strong characters from defeated yonko crews.

Public perception being largely shaped by the WG that will not exist (at the very least in its current form) come the end of the story.

I don't believe in the Shanks mastermind theory. To me, he's more a protector for Luffy, he's here to protect the next Joy Boy.
And he will die protecting Luffy maybe by fighting Teach.
Teach also will die. He's the antithesis of Luffy, he has to die at the end.
So, only Luffy and Buggy will stay as the most powerful pirates at the end. Luffy because he will be the Pirate King with a powerful crew.
And Buggy because he will have more powerful followers because of some prominent success (like becoming the king of the world for example).
