Character Discussion The only reason Luffy is 3 billion is because Oda didn’t want his bounty to surpass Shanks

Shanks is the goalpost for Luffy. Luffy surpassing Shanks would fulfill a promise Luffy made in chapter 1.

This is why Luffy was only given a 3 billion bounty. Oda didn’t want him to surpass Shanks’s 4 billion.

However, I speculate that from Egghead, Shanks will be given a 5 billion berry bounty for destroying Kid(low diff), who was 3 billion. Luffy will surpass 4 billion for beating Kizaru(extreme diff).

This will make it to where Luffy’s ultimate goalpost is in the 5 billions. So when Luffy surpasses Shanks, he will surpass Roger as well.

His bounty should reflect this because as I said, Shanks is Luffy’s goalpost

A Bounty doesn't reflect only Strength.
Even if WG thinks Luffy is Stronger than Kaidou, it doesn't mean He Surpassed him in everything, such as Man Power, Influence, Experience, Allies, Crimes, Fame, Wealth, Weaponry ... etc

Luffy Defeated Crocodile, Moria, Doflamingo, Two Yonko Commanders & much more, Bounty? 1.5B. Boa Hancock Bounty? 1.6B.
So even though from WG's Perspective, They believe Luffy might be Stronger than most Warlords, They didn't see him as "Great" as them.

Luffy doesn't deserve a Bounty Higher than 3B yet, but They will definitely increase it once He proves himself, just like BB who was 2.2B & in short time after establishing himself as a Yonko-Level Threat indeed, They increased it to be as High as Shanks

Defeating Kidd shouldn't raise Shanks bounty at all, and Kidd isn't even worth 3,000,000,000 to begin with, especially not if you're insinuating that Luffy should be 3,000,000,000 given how comically superior Luffy is to Kidd in every single possible metric.

Imho nothing has to change as it stands.

In Oda's mind, he probably wanted the Supernova trio to have 9 billion (3 bill each), so he created bounties for Kaido and BM that added to 8.99 billion purposefully. But neither BM or Kaido were defeated alone and were compounded fights over the course of 60 chapters, so it makes sense they were higher than anyone at that point.

Here on Egghead, he's fighting potentially what CG considers a 3 Billion character an Admiral, so maybe he jumps to 4 Billion after this. And who knows how CG rates Akainu, but I assume its the 4 Billion range too or higher.

With Shanks and BB are relatively 4 billion, its that if Luffy fights them (imo, a possible free for all), thats when it makes sense to surpass them at that point (i dont think they'll go higher).

Just my 2 cents on that.

Edit: Then after the Yonko and Marines, his bounty jumps to pass Roger after being the PK before fighting Imu.

Oda wanted to have room for his future achievements. Dont forget Oda doesnt have much room because Luffy's bounty will be capped at 5.6 billion and he is due for a raise after Egghead (probably ~4 billion).

5B for Shanks doesn't make sense

Oda gave Luffy 3B to increase it to 4B after Egghead (his true bounty).

In this way he would match Shanks but not surpass him, which is his ultimate goal.
