Because he can't Utilise it to that point.
Whitebeard had the fruit long before God Valley. But got the title later on in the series.

Because he isn't.
:Mad2:
Not right now at the very least.
Blackbeard pretty much did the same thing that whitebeard has done although more chaotic therefore he even more dangerous. Also the point of being the only human with 2 DF should have some merit.

Look at how he got the fruit. Not a top tier without it, hasn’t shown anything in the series that he is a top tier to average citizens

Luffy doesn’t have zoan. People think he has a regular paramecia
You cant separate the fruit from the person, for example luffy cant be nika without his DF.
Also Blackbeard has shown to be a real terror to the average citizens back in marineford where it was shown worldwide to the OP world.

Everyone and their grandmom was high level top tier swordsman.

Just to name a few.
Rocks
Roger
Shiki
Ray
Harald.

I think this created a situation where for you to really gain the title you would need to actually defeat a bunch of these guys.

In the present Age there is only Mihawk and Shanks. Shanks without an arm seems washed as a swordsman. Fuji is a decent one too his shtick is mainly raining down extra planetary objects on people. I think it was extremely easy for Mihawk to gain this title since there was a vacuum of power. And it's not just Mihawk, even for WB.

To put it into perspective, after God valley and then later after Roger died, WB was basically the only Old Gen guy left behind. Kaido was still growing, and Big Mo,m while formidable, will always be placed slightly below her male contemporaries. Shiki and Ray then faded away from pirate life and that just left only Shanks and Mihawk (Oden was twerking in Wano) as the only youngish, strong swordsmen. It was only a matter of time till on of them got crowned as the best.
There was only two equals, Rocks and Harald. Others you named weren't on that level yet and beside don't yall put Shiki and Ray below Roger? There wasn't one because none of them had the strength to forge a black blade and be WSS.

"The previous generation had too many contenders for WSS for any of them to be definitively be crowned"

Or, get this, or... none of them had the ability to stand out because they simply weren't good enough, which is why they're all black-blade-less.

They couldn't stand out in the "Great Pirate" era

Whereas Mihawk stands at the pinnacle of the Greatest Pirate Era, current day.

And if Prime Mihawk was present in the mere great pirate era, he would be at the throne of the strongest too

:milaugh: Zoro wasn't born too late, he was born in time as per shonen narrative

What does a black blade add to make a person stronger than a person that doesnt have it automatically covered?

"automatically covered? "

This lies in your misinterpretation on what a black blade is, a black blade isn't automatically covered in haki, that's why zoro didn't kill monet when he cut her into two.

Temporary black blades are not the same as permanent ones obviously.

It's a feat of mastery meant to show the pinnacle of combat, as Ryuuma forged one over countless battles.

Having said feat of mastery makes you more impressive than those who don't

It's that simple

Answer the question, what does it do to make said person stronger?

Because having a black blade just makes your sword rank up in value but we know their are regular swords that are better quality. For example Shushui was part of the 50 skillful blades but eventually made it to the 21 great grade swords by being black.

Also Oda hasn't explain how to forge a black blade. So it might not even be a strenght reason at all.
