I genuinely believe Cross Guild is the true successor to the Rocks Pirates they resemble Rocks more than the Blackbeard Pirates.
There's even a theory that Buggy could be Rocks’ second son. But unlike the original Rocks crew, where everyone followed Rocks' lead, in Cross Guild it's clear that Mihawk and Crocodile are just using Buggy as a pawn.
The whole concept of Cross Guild is built on Mihawk’s old job aka hunting Marines. That’s their foundation.
Do Mihawk and Crocodile respect Buggy? Of course not. Buggy’s always been a gag character constantly thrown into crazy situations and somehow surviving by scrambling his way out.
I wouldn’t be surprised once Doflamingo joins soon, literally holding Buggy up with his strings like a puppet.
Will Buggy have Conqueror’s Haki? Probably but only as a gag.
Will he actually become strong and rule Cross Guild? No. Because at the end of the day, he’s still just a gag character.

i think the is someone who gonna lead it once they get full member (doffy, WB son, moria, perona etc)
its between mihawk or crocodile but im leaning to mihawk since crocodile was likely gonna accept mihawk being a yonko

so mihawk or crocodile - controls the whole thing from the shadow

After what buggy did the last time we saw him there is no particular reason for croco boy and mihawk to keep him around anymore. Both of them are quite clear that they don't really want to throw themselves in the race for one piece. And buggy is too weak to force them anyway. From there pov he has become more of a liability then an asset. Why bother anymore with the charade? Torturing buggy hasn't bore them any fruit either. He is too much of a pirate romantic to go along with there scheme.
