Yep, Big Mom and Kaido's bounties were quite literally made to add to 8.99 billion so Luffy, Kid and Law could add to 9 Billion lol
It seems Oda considers that fight more of a team fight where a 3 member team surpassed the 2 Yonko. Now we are starting to get into individual merit, where the Admirals are 3 Billion, like Luffy (potentially also Kuzan), leaving Blackbeard at almost 4 and Shanks a little above it. I would assume Akainu is a 4 crown ranking (4 Billion) for CG too, its only fair he's higher than the other admirals.

Oda really wanted to show Teach much weaker than other Yonkos while having post WCI Luffy close to him(since he already had 1,5 bi bounty). Which lacks explanation is Teach's boost from slighty above 2 bi to almost 4 bi.
But when that happened? When exactly he was recognized as his member? We just got the reveal now when Garp invaded. And that was after Teach's bounty was boosted.
You talk like they are 100% jokes. You think Mihawk 3,7 bi is not about his strength but only a pun? Maybe this could be true with their frozen bounty which doesn't represented their true threat level.

It would be only fair for Garp to be 4 crows or even 5 since he is Marine Hero(true hero). He is a legend on marines. He has much more value than Admirals or Fleet Admiral(or even Supreme Admiral).
