They were unimportant. Irrelevant. They only fit to introduce Momo I guess. Don't remember how the arc played out.
Is not like we can't have them, but we could have less of them. Less screen time, less plot, less scenario etc. Only if Oda would use them better, which he didn't, would make sense all the focus they had.
Just like Onigashima Raid having that unecessary plot about Fodders Army Numbers and Numbers (1 to 10 or 9 idk). Almost saying Tobiroppo were about to be useless too since they had so much fake hype.
- need to develop the main character of the arc (Zoro) Few panels of development before raid and only 2 fighting chapters to it 1033 and 1035.
- needs to develop Wano's country and arc characters Pretty much failed on those. No one cares about Wano characters. He made Orochi into a joke, Scabbards fights were completely shits and full of fake deaths/hype. The country itself I guess he did decent, although many things he didn't used like Kairoseki and blades.
- need to develop the antagonist and his motivations King, Orochi and Kanjuro only. Actually not even King is clear about his motivations. Queen is clear about his motivations but lacks development since we don't have his backstory.
- need to develop the Beast Pirates, and their power level (especially King and Queen) He also failled to do that since we have Luffy using G3 on a fodder early on and then Izou having trouble with fodders later on. Tobiroppo fake hype, Jack was a bit better this arc but still lack development and Queen is hard to be scalled since we only saw him fighting Chopper, Sanji and Marco. We don't know how strong Sanji became after power up, how strong was he compared to Marco or Chopper to say Queen was strong or not. King was pretty well scaled since we can compare Zoro fighting him with Zoro fighting Kaido.
- needs to introduce and develop a new and potentially future character straw hat member(Yamato) Needs? He chose to. For what purpose? Another Luffy cheerleader? Garbage character. Things around Yamato doesn't even make sense. She says one thing and does another.
- need to develop the scabbards plot Also, kind of failed. The plot was made but... remember when they knew Momonosuke got arrested and forget about him to fight Kaido? What about Raizo vs Fukurokujo plot that wasn't developed?
- need to develop Supernovas Needed and didn't. Only X-Drake had a little bit of development and of course Luffy and Zoro. Law didn't, Kid didn't, Killer didn't, Apoo had a bit I guess and Hawkins had the worst development if we can call that development.
- need to develop the role of CP0 and WG in the arc Develop the role of CP-0 and WG? What role? Kidnapping Robin? When he did? CP-0 was being developed to take a part on war after battles were settled, never said about Robin until they came in action by Rob Lucci call.
- need to develop a power up from Luffy to beat Kaido Which he failled terrible with ACoC. He did decent job with ACoA but then with ACoC he just threw what he had already stablished about haki specially advanced types. Haki blooms on extreme situations. Okay, but never blooms when you got knock out. At least never happened before and anyone else if not the MC.
- need to develop a power up for Kid and Law to beat Big Mom Develop? When he did? He just went straight and said they had awakening. This is not development. We don't know when they get it, how they get it.
- need to develop the power ups of the Straw Hats Only Zoro, Sanji and Luffy had developments. All others just had power ups and that's it. Nami had a power down actually.
- need to develop the Straw Hats fights No development at all. Even Jinbei didn't had backstory for his fight. Who's Who knew him by name only. They never met.
- need to develop the Supernovas fights Again, only Luffy, Zoro and now Killer had development. Law and Kid fighting BM makes no sense.
- need to develop Zoro and Sanji's fights (which are the main ones after Luffy) Sanji's fight development was shit. Killed his character development since beginning. His mother sacrifice, he thinking that he hitted a woman and at the end he lost his power up that should be a permanent thing on him.
- need to continue Sanji's storyline with Germa 66 I really don't know how to interpret that.
- need to develop Kaido and Big Mom's power level Develop? Oda is doing a bunch of crazy things without explanation. First we learn that some kind of attacks shouldn't work on them. Later on those attacks are working somehow. Oda made people much weaker like all Scabbards look stronger than early Wano G4 Luffy. He made Law "haki" stones stronger than G4 attacks.
- need to decide the fate of the two Yonkous in the series This is still on going.
- need to balance the power level of the characters in the arc This arc was everything but balance. I don't know what you mean by balance but Luffy and Zoro are now at Yonko league along with Yamato. All the others are way below them.

Even WCI which used to be the worst arc before Wano teaches a lesson on how to write a story to Wano arc. Wano arc only saves by Oden's flashback. Removes it and is not even worth reading to talk bad about it.

I'm following One Piece week by week since Punk Hazard begins on anime and just started manga on Covid-19 at middle 2020. I follow manga since Onigashima raid started.
Had no complain about the work, even the pacing, until WCI ended in that terrible way. That's exacty the moment I started to see many flaws on One Piece. But I didn't hated Wano arc until Onigashima raid started and Oda drew Luffy getting knocked out by Apoe early on.
I wanted to make those points and reply back. But I dont think it is worth it if they dont want to understand it. People will ignore it no matter how many times you write it down for them.

But I found it odd since Law said Kaido would hunt him down if he ever stops the smile supply. And about him meeting Kid's Alliance I thought it was pure coincidence.

1) TOO MUCH OF EVERYTHING
too many characters , too many plots and subplots , to properly flash out all the important characters it would take 250 chapters but oda preferes to waste panels on meaningless characters like the scabbards.
Oda should have had 5 scabbards , less gifters , less subplots
2) ALL THE STAKES DIED WHEN WE HAD 4 FUCKING FAKE DEATHS IN A ROW : Kanjuro , Ashura, Kiku, Kinemon
3) King,Queen and the F6 weren't developed AT ALL before arriving at onigashima
4) ABUSING WHITE EYES = KO FAKE OUT
white eyes used to mean you were KO'ed but in Wano it literally means NOTHING
5) Luffy power progression was WAY too steep with AdvCoC, in the span of a few hours , he's jumping levels like mario, from loosing a headbut contest with Ulti to clashing equally with Kaido , it's objectively PURE bs
6) Sanji's fight absolutely sucked , Queen NEVER had a SIGNIFICANT strike panel on Sanji , literally everytime Sanji was hit by Queen , it was on a MICROSCOPIC panel , Queen being a "heavy hitter" was never highlighted , all Queen had was good Durability , THAT'S IT. WICH IS FUCKING DUMB.
7) King breaks the powerscale , the guy is WAY HEAD AND SHOULDERS over Katakuri physical stats and that is fucking ridicoulous , Kaido's crew shits on Big Mom crew like Adults beating on childrens. WHERE IS THE SUPPOSED BALANCE OF POWERS ?
8) Jack didn't have A SINGLE NAMED ATTACK and still looked more of a threat then Queen , WTF ? Oda had a BIG NUKE SIZE POOP on Jack's characters a supposed "Calamity"
9) Nami and Usop "fights"
10) Brook downgraded from secondary character to IRRELEVANT

Oda keeps introducing more mysteries, but never answers previous ones. I assume there will be a massive lore dump at the end of the arc. Until then, I have nothing to look forward to but the fights (which aren’t even my favorite part of the manga).
