Tbh, we don't really know how the Gorosei's/HK's teleport works. Can they really teleport anywhere or just to "marked" places?

Their actions during the pre-timeskip were laughable though. Had Sengoku sent any other admiral to check on Water 7's situation or even a vice-admiral other than Garp (some of the stronger ones, ofc... they could even pick the VAs from the Buster Call), the SHs would've been captured. Instead, they let "lazy justice" Aokiji and Luffy's own grandfather take care of the situation during the two days that the SHs were resting in W7.

At that time I guess you can excuse them as they had no idea that was grandson of Garp and Aokiji knew Robin and would spre them lmao and was sent to return the favor for Smoker.

They thought he was brainless and would comply with all orders at the time, plus didn't know bout the Revo connection.
So all in all, lack of knowledge was the honest mistake of the WG. Not truly dumb, just uninformed.

From a purely WG perspective, they:

Sent a Vice Admiral after the 100 new rookie who had become 300 Million berri pirate
Had a Warlord Bartholomew Kuma sent to take care of them shortly after in Sabaody.

It wasn't like the Marines could be sent to the islands the Straw Hats were on so quickly as they didn't know their whereabouts. Most of the sensei's of the flashback by the way kept their existence on the island private. So for two years, the Strawhats were able tot train and stay away from the Marines such that they'd been considered dead.

The Strawhats return immediately set off alarm bells in the WG and Luffys bounty was raised to 400M.

The takedown of Dolflamingo in the New World, soslidified the threat that was Luffy, but Imu hoped the Yonko would humble and kill him. 500 Million berries. Then Shamrock met with Imu, to discuss a certain pirate, who can be either be Blackbeard or Luffy.

Thus, Luffy the 5th Yonko with a 1.5 Billion berry bounty partakes in the War against Kaido. Imu sends the CP0 hoping to kill Luffy, but inadvertently makes Luffy become the Sun God.

The situation is dire for Imu now, he realizes he needs to sen his elite to take care of Luffy so he sends the Gorosei in Egghead.

Egghead ends with the reverberations of Joyboys Haki from 900+ years ago, closing the arc with Imu-Sama finally realizing the threat, knows he needs to stop Luffy...

I think the only reason they didn't do anything is because they are only scared of the " Awakening ".
For 800 years, it hasn't awakened once. So, maybe there were Gomu Gomu no users, but none had awakened.

Luffy awakened in wano and since then WG is involved in every arc

If we’re talking WG as in the World Government from One Piece, I’d place them at a 1 or 2. Within the logic of the One Piece universe, they’re extremely resourceful and intelligent. I get that when judged by real-world standards they might seem incompetent at times, but within their own world, they’re actually not.
If we're talking WG as in this Worst Gen forum, then we're definitely Patrick Star level :HappyClown:
