Get every different factions on the table and start negotiations for national government under UN mandate and disarm all the Groups by creating political parties for each groups.
Remove the sanctions, start rebuilding and investment from all.
Encourage all the Refugees to return within 2 years.
Hold elections few months after that.
Enough is Enough. No more strong man dictator faux stability that lead to chaos . This conflict dragged long enough and killed/ displaced way too many people in merely a decade and have become a punching bag for all powers
