First and foremost you have to understand that the SSG are obviously clones. They're early models were the Kuma robots in Sabody.
Now what will be the next stage of the group meant to replace the Shichibukai, after they cloned a Shichibukai?
Clone the rest of them of course.
The Kuma clones have no free will which makes them better than the originals in the eyes of the CDs.
Why not apply this to the rest and do away with the Free-Will element of the Shichibukai?
No reason not so.

The WG named "Buggy" Yonko between the attack on his island and the end of the raid. Most readers would accept this to mean Buggy prevailed, but what if he didn't? What if Buggy is dead. Why did the WG set him up as Shichibukai in the first place Post-TS? Is it really because of his crew? Did the WG have a plan/motive for their action and does it relate to his most recent promotion? The answer to all these questions lies in the SSG.
Step 1: Discover Cloning technology exists
Step 2: Decide this Slave Clones work much better than pirates for hire.
Step 3: Test cloning on a Shichibukai
Step 4: Create propaganda for and place a weak pirate on the Shichibukai council
Step 5: Perfect the cloning and apply it to the other Shichibukai
Step 6: Send in the clones with Marine backup to destroy the Shichibukai
Step 7: Replace the existing clowns with the clones you control.
This was the WG's plan since Pre-TS.
However, events of the Reverie, combined with the fall of two Emperors added an additional step.
Step 8: Destroy the Schichibukai and do NOT replace most of them. Tell the world one of them prevailed, even killing an Admiral (Kizaru) . Give this Schichibukai (Clone) Yonko status in hopes he will absorb some of the pirates from the fallen Emperors.
All according to Imu's plan
