They draft the admirals, the highest ranking members of the Navy
They use violence to recruit Loki into the Holy Knights and making him a celestial dragon, a guy who couldn't be more opposed to the idea of joining them

My question is: how does the world government expect all these people to stay loyal? Isn't it highly dangerous to fill your highest positions with people who are there against their will and don't necessarily believe in the cause?

when you are to big to fail you are to big to fail unless the mc with plot armour defeats them

Yes but isn't it dangerous for them? They seem to have no sense of danger at all and think they can.brainwash and control anyone they choose to. Like the children they raise to become Marines and cp agents..
which CD has shown themselves to be particularly smart? or careful? or farsighted? it's surprising they've held on so long tbh.

oda's made them stupid so that their downfall would be 'believable' is my guess. oda is a shitty writer in general

They've stacked too far in their favor for one or two rouges to cause much damage.

Recruiting a few iffy people with those forces directly under control isn't much trouble. There have been theories of Akainu rebelling, but even if all the Marines joined him, without something major happening to change the balance, they would get washed.

The WG probably expect the recruits to follow in line sooner or later, kind of like Kaidos crew which contains all kinds of former rival pirates, Marines and WG personnel. In Kaidos they all realize their place in the grand scheme of things and 99.9 % start to act accordingly out of fear, comfort or necessity. I imagine the WG is much the same with the Gorosei being a prime example. Enels priests is another example.

Plenty of strong guys would rather choose to serve than die or rot in prison. But there are of course always outliers that refuse.

Now that you mention Enel, he tried to do the same with Nami after he defeated the remaining survivors. Skypiea being a microcosm again
