General & Others There aren't enough villains for all the alliance characters.

Let us change the 170 to 1 million allied countries and it will mean the exact same thing as 0 allied countries because they are irrelevant. 170 allied countries that haven't been discussed or developed is irrelevant to the conversation. If Oda wants to continue to create these filler characters to balance the powers then I should change this thread to "Oda is a lazy writer that doesn't know how to plan ahead and develop characters that are central to the main plot of his story". I don't care about these fodder, filler countries that had one panel of screen time the entire 1000 chapters of One Piece.
Umm but it does matter. Writing down a list of relevant characters to determine which side has greater numbers is how you determine which side has greater numbers. If Oda wants "to squeeze in one or two semi decent fighters" out his ass that are in par with the top tiers like Luffy, Dragon, etc. after 1000 chapters of One Piece then that is a whole different discussion of how poorly Oda has planned this final war arc.

Emtionless Robots aren't going to be top tier. Oda always does this, he hypes up these new characters, make them have these cool feats and then completely ignores those feats and nerfs them when the plot demands. That happens all the time and that is exactly what is going to happen to Seraphim.

Yes, I agree and I agree that they won't become top tiers, but I think that at least Sera-Hawk, especially if he/they could grow up, will be a very tough fighter. Not a top, not on the level of Luffy or Law or Zoro EOS, but maybe Yamato or someone like her.
Also, I don't think they are emotionless. In fact, I think that Sera-Boa has already demonstrated that they have some type of feelings.
Also, Sera-Boa is another one that could grow to be very strong thanks to her ability and Lunarian defense, Sera-Kuma has one of the toughest devil's fruit out there, etc...

He can utilize any number of those 170 Countries however he wants to, because they exist. He doesn't need to integrate them into the storyline, until it calls for it, and guess what, a massive war consisting of the very Government that bodies all of those Countries, calls for it. He can very easily have one of the many Government affiliated militaries intercept and tie up any of the side characters of One Piece, because that's what they are, side characters. Not everyone needs to play some massive role in the EoS War. What sense does that even make to have one centralized mega power of the World, but when it comes time for a World War, only fraction of their Military might shows up? That'd be the dumbest shit ever.
