Honestly every conqueror in One Piece shows moments of cowardice and restraint lol.

I wouldn't even reach this far to explain this to people.

Oda gave Conqueror's Haki to a slave, Midd and Chinjao. People are stuck up in Oda's past writing and metrics.

He himself said that the newest readers don't have to read the previous 1000 chapters because what matters is now and he will adjust.


The strongest people in the world, all had it, Admirals reveals and Mihawk will soon follow.

The only people I am concerned about are Fujitora and Ryokugyu although again, they are the strongest characters out there so they will probably have it.

well Buggy is the conqueror among them, there is no doubt about it haha.
he might be humiliated or whatever but he is the most ambitious one in the crew and ambition is a sign of CoC haki.
well to be honest his declaration might be carried by a burst of CoC haki otherwise , why would his crew cry and Mihawk and Croc would show such frustrated expression :D lol
