nope,Zoro cut Monets cheek the same way.You dont need to infuse it "permanently" to do ranged attacks with coa.

You need to if you don't a Skillful Grade Blade or higher.. Such as Kuja Arrows or Doflamingo's Bullet Strings attack or Ace's Flame Spears that made Blackbeard bleed and were still planted in him after Ace let go of them..

Everyone assume that Margaret and everyone on Amazon Lily are Haki users because they use Hakified Arrows.. Yet nothing is
known about how to permanently infused CoA in Arrow and Objects..

What we do know is that there is a similar power that '' Permanently '' turns Blades(Hardening infused) into Black Blades..
And people don't make the link with the Arrows being '' Permanently '' infused( Base CoA) in Armament Haki..

You're missing the part where you need to express a CoC wave intention toward while imbuing CoA in a Kuja Arrow to permanently have it Hakied up.. And it's most likely only the Stone edge that is Hakified..

And Black Blades are a higher level to the Kuja Arrows which i don't know exactly but i already mentioned it can be related to an Awakening of the Blade..
