1. York says she is going to be a Celestial Dragon
2. She says this after the World Government has already turned on her. Meaning that she has some plan to become a CD that doesn't involve the World Government
3. It's heavily implied that Teach's endgame is to become king of the world. This was Rocks' endgame and he blatantly parallels Teach. What we found out this chapter about how Teach wants to make Fullalead into a kingdom, presumably to gain access to new resources and then betray the World Government, supports this idea.
4.York seems to have some kind of plan to escape from the Marines attacking Egghead, and we just so happen to see the Blackbeard Pirates arriving at Egghead the next chapter. Probably not a coincidence

The only explanation for what York says here is that she is allied with Blackbeard and plans to become a Celestial Dragon once he wins

York can't be the last Titanic Captain because she can't fight!

York can't be the tenth captain because she's never left Egghead
This would be a problem if York wasn't a Vegapunk. She could've easily created a robot and had it act in her place

No he is not. They would not be keeping this a mystery for so long if it was Kuzan, when we've known since Dressrosa that he is allied with Teach. There are plenty of other reasons, but that alone should be enough to disprove the theory

York is lazy and none of the Blackbeard commanders honestly like each other. I feel like York just not telling Teach about the Seraphim isn't a very far-fetched idea

No. The fact that she's been kidnapping Cipher Pol agents shows that she was never the World Government's ally. York was using them from day one.

Teach wanted Boa’s fruit, so actually the last titanic captain being a DF-less woman makes perfect sense

People who think it's some new character are the same people praying that Yamato still joins

And why would York even need to fight in the First place
If I'm being honest here, based on the way Egghead is going I think that Jewelry Bonney will probably join the crew. Obviously not guaranteed, but usually minor characters don't get this much focus. And honestly, given the superficial similarities between both characters and that York almost certainly connects to Bonney's past (Bonney and Kuma are known to have pasts that connect to Vegapunk, and York is a Vegapunk), I do think them having a fight would make a lot of sense

The big issue is that York only betrayed Vegapunk and the world government 3 months ago. She also only betrayed the world government once she realized she was to be eliminated too, cutting that down to the Egghead Arc.

To put things into perspective, there has been a 3 monthtime period between Dressrosa—the reveal of the ten titanic captains—and Onigashima. We know that because there was a full moon during the Zou arc, a full Moon during WCI and a full moon during Onigashima.

York was only starting to betray the world government when we found out about the Blackbeard pirate make up.

I was stated back in Dressrosa that Teach already had 10 Titanic captains, at the time it wasnt even public knowlodge that Kuzan was working with the BBP, imagine that York could have made a deal with Teach to become the tenth, also she only discovered that the WG would betray her hours ago.

For 3 months.
We’ve had 3 full moons from Zou to Onigashima.
And it was ten days between when Dressrosa happened and when Luffy reached Zou.

So minimum 3 months and ten days ago is when the Titanic Ten were known. It’s impossible for it to be York.

I don't think the story is really keeping track of how much time passes in universe

I still think the final titanic captain is Stussy.

Reminder we still don't know how Blackbeard learned Pudding is a three-eye. Unless, of course, you put Stussy in the mix who probably saw her third eye at the wedding.
I don't think it's Stussy cause two different characters betraying Vegapunk for different reasons just seems like too much imo

If I had her as my 10th and most anticipated titanic captain, I'd just stop myself from being a Pirate. I would either give up on my dreams and start a farm or I would just turn myself in like Roger did
