However, Zolo, the pampered brat descended from Ryuma, granted supreme kings Haki from the heavens, trained by the worlds strongest swordmsan for free, not even being able to find his island by himself, and even given the sword from legendary pirate and prince of Wano because of some girl or whatever, teamed up with Jimbei the traitor, to defeat him. However, Lucci's back never touched the ground
Seriously though, Pre TS Lucci was very well done, and Oda has said he never planned for him to originally be a spy, but it was very shocking and cool. He was brutal, and yet a completely calm guy.
His *backstory* or I guess background information about killing the hostages is also well done.
And then..... there are some uh issues. So after w7 we have a cp9 cover story, where Lucci and Cp9 are blamed for what happened at EL, and are hunted down by the government for this. But after the timeskip, they're all back with the government, as cp0, which is just lazy, but worst of all, the way they get back in the government is some dumb shit(they like, stopped Impel down prisoners from working with spandems dad) but even worse, its given to us in a SBS lol. Lucci in Egghead is okay, I guess. But I do think if he returned he shouldn't have returned in the government

From there, CP9's Independent Report was serialized on the covers, and CP9 was accused of failing their mission. Director Spandam took advantage of that, and he disappeared somewhere. In pre TS he took out Luffy and Zoro in 1 vs 2 physical brawl without resorting to logia trick.
In post TS he matched Gear 5 that beat Kaido while I am sure everyone thought he would get neg diffed Belamy style. Stalling Zoro, eating Zoro and Jinbe's attack and still conscious to report his mission to Mars.
I don't get why some Zoro fans are still downplaying him. Must be those guys who wished Zoro vs Kizaru, although fighting Lucci is not a downgrade tbh.
