These are reasonable and I can accept them.
What I'm implying all this time is bounties isn't about strength feat only, there are other reasons and for Sanji is because of tactical feat (Sea Train). Or, for Robin's, her knowledge.
So, Sanji's first bounty of 77 mil isn't pure strength/power feats like Kaido's (and Zoro's and Luffy's).
Of course, all of these things are all part of his character/part of his overall threat.
While it is true that "Marine needs to know their achievement before it made into bounties", it is also true that bounties are a way for Oda to represent things to readers.
The 60mil example I've mentioned, like you said, is for everything Enies Lobby related, not just Kaku/Jabra.
But Enies Lobby's involvement, for Zoro Luffy and Sanji are different.
The former two are pure strength feat while Sanji has Sea Train scenario, a tactical feat. Marines know these, and the readers also know these. Gate of Justice, its doubtful if Marine knows, but we the readers knows.
So, for a fair strength-only related first bounty comparison, Sanji had lower amount than Zoro's and Kaido's.
Or, in other words, Sanji is less powerful, but more dangerous.
Sea Train (strength+tactical) + Enies Lobby island (strength) = 77mil
Strength-only bounty: 1.5/2 feats x 77mil = 57.5mil

You feel he will jump into the 5 billions territory maybe? 
2bil above is Yonko's territory.
800-1.5 is Commander's territory.
Even for Zoro EoS as WSS, I have a hard time believing his bounty to surpass Blackbeard's 2.x bil.

I doubt WSS will be worth more than 2.x bil. So Zoro Sanji below 2.2 is reasonable.

I think that's because Oda cares more about portrayals. Bounties are supposed to be about threat level, strength, influence, etc.
Blackbeard is a captain, he has high enough influence & popularity to warrant 2bil above.
Meanwhile Zoro and Sanji is still only an individual. Them getting near 3-4bil is impossible unless Zoro becomes Shogun of Wano and Sanji becomes Leader of Germa.

That’s the thing. Sanjis already been seen leading germa by the WG in WCI.
I feel in the BB Pirates arc Zoro will lead the Wano Samurai while Sanji will lead the Kingdom of Germa into battle against Shiryu and Lafitte and their crews.
And the “captains” of two mythical and legendary forces will get quite the bounty.
