Pushed aside? Not necessarily,OP world is big and full of characters. Akainu is one of the guys on that one egghead spread(and PH one). I just think it seems like Luffy vs Blackbeard is the bigger deal and it's been hyped up longer/more consistently. I mean if you think about it, the fact that Blackbeard turned in Ace(when Ace was trying to protect luffy) despite the fact that they used to sail together is maybe a bigger deal then killing him...

Why not Akainu vs Dragon?

First of all, because Dragon has zero interest in fighting Akainu or any Marine. Dragon wants to fight the Celestial Dragons, and correctly acknowledges that war with the Navy right before fighting the Celestial Dragons is just not possible.

Second, because this just isn’t where Akainu’s character arc is going. Akainu isn’t going to fight a rebel to the death in the end, he will rebel himself.

Sure, but as op said, Akainu vs Luffy can't be some short fight like Luffy vs Cracker,it would have to be big. And I just don't see the story playing out like that. Blackbeard turning in Ace is imo a bigger deal because they were friends, Akainu at the end of the day took out Ace in war,it's just different imo.
