Why not? according to Pederrera using a sword while fighting is what qualifies a person as a swordsman, Zoro without his magic tools is Franky tier so he is a swordsman 100%.

Yes when Luffy fights using a sword he is a swordsman. When Zoro fights without a sword Zoro is not a swordsman. How is that difficult to understand?
