Define best.

If it's about likability, the top 5 most popular is the best characters.
If it's about perfection, Zoro is top 1 because Oda didn't give him any flaws, in both characterization & plotline.
If it's about writing, Sanji is somewhere in there with how many details & depths Oda gave him.

Honorable mentions: Luffy (got ruined by Wano), Zoro (is an archetypal character amazingly executed, but still too archetypal for my tastes), Fisher tiger, Kyros, Nico Robin, Crocodile, Noland, Jinbe, Kuzan, Fujitora, Buggy.

Not in specific order:
-Teach (he is unpredictable and thus the least boring character overall).
-Donflamingo (best villain in the series).
-Kuma (mysterious with intriguing past).
-Senor pink (great backstory).
-Roger (the definition of a true pirate).
