He was in PH, DR, and talks as if he's coming back. Unless he suddenly did a 180 and became family fun guy super best friend of the crew. I'd say so.

Punk hazard was Just a built up.
Lmao I can see that happening , its like when you defeat a super strong boss and when he gets playable , he's just a tsundere.

and Garp is most complex marine ... Sengoku as admiral ... but maybe after his backstory and final arc, Akainu will take this

Best written long-term antagonist: NA
Best written arc antagonist: crocodile.. Had the best motivation and plans. Others were just numbers to be defeated by luffy.
Best written Yonko: WB.... Others have no presence.. WB dying during his screen time helped to his cause.
Best written Admiral: Kuzan... But all are meh not mich to do with them.
Best written arc side supporting character: vivi(I consider her one of the best character even better than many SHs), maybe Bon Chan(though it's mostly bias because of his role)
Best written long-term "good guy" character: Buggy... There is no other long term character which fits for me. Buggys been consistently been involved and helped
