Note: I decided to exclude Kaido and Big Mom, but to keep King, Queen, Jack Vista, Jozu and also Mr.Go, because I think the former are implied to be dead with little to no room for speculation unlike the latter. Characters we have no information about like Kong, the Gorossei and Imu are also excluded.

IMO, Roux is at best stronger than Queen and weaker than King. Doffy could possibly be on King's level or higher.
