So pretty simple. When Oda gives such title as the strongest he really means it.
First one was Mihawk. Unquestionably the strongest swordsman in the world. Anyone using a sword as form of combat is inferior to him. That simple. "B-but Vista stalled him" that just makes Vista a fucking monster and probably on pair with Shanks. Cry about it. Key point is, we don't know WHEN he became the strongest and who was the previous if we had one.
Then we had Whitebeard. Not Primebeard. But Oldbeard. He even said he couldn't remain the strongest forever. But he still was. He died as the strongest. We had fucking Fleet Admiral daying he was the mother fucking strongest.
Later on we had Kaido title. Strongest creature. Unlike Whitebeard that was strongest man. Kaido is an Oni so creature for hor him. But still given AFTER Whitebeard disease. So we don't know if he was already strongest creature before or not. And also if that includes men or not.
So yeah Kaido was the strongest at least not considering any humans. And now not fully clear but we have Oda implying Loki is the strongest of the world, despite later chapters getting a beating from Imu. But how could that be?
Assuming Loki is currently the strongest we have those following possibilities.

- He used to be the strongest overall and then when he got chained he no longer was that's why Kaido became the strongest.
- He somehow got stronger after Kaido died while being chained. Wouldn't be so absurd considering Crocodile Impel Down boost or Luffy and Kid Udon training.
- The classic, Oda is full of shit and making anything up to beg readers to remain interested in his story.
- The strongest title doesn't really mean the strongest.
- Oda is hinting Giants and Ancient Giants are also humans, maybe humans evolved to become smaller.
