I think that is exactly Usopp's arc. He will go down the Buggy route: he will inspire a group of strong giants who've had their wills broken by Loki/WG/other villain to fight for their kingdom's freedom. They'll see how such a small and frail human can still keep his "courage" in spite of the odds and elect him as their leader, paralleling the God Usopp moment from Dressrosa. Usopp himself won't get much stronger, just gain a ton more confidence (plus giant bodyguards).
