It's kinda obvious when you think about it. The world government is keen on keeping control of things that can be used against them... like Vegapunk for example. Just like Vegapunk the WG wanted control over Kuma which they probably have allways known was a revolutionary. But why would they allow a man who is sworn to destroy him be in their presence for so long? Well it's no coincidence that Kuma's ability is capable of teleporting things over a long distance. Enel and Moria can teleport but not like from one island to another and they can't teleport things.
As far as we know only two fruits can teleport people that's Van Auger's warp fruit and Kuma's pad fruit.
Vegapunk of course programmed Kuma to listen to the celestial until the day that they decided to kill him which is a switch in code for Kuma to go to mariejoa or the redport and attempt to kill Imu. This is something Dragon Vegapunk and Kuma agreed too.(make the black-bear do all the dirty work)
Of course Kuma can't kill the main enemy so his likelihood of surviving goes down.
Now what about Usopp? Usopp was seen riding a bear in wano. Literally sitting on the shoulders or being carried by. this fruit would not only take the role of protecting Usopp from attacks he's not normally able to take but also let him teleport to higher-end and snipe off targets. Wearing gloves would allow him to hold Kabuto. Though that's not really the important piece.
Luffy is starting a war with the WG which is pretty reasonable considering all the allies he has but unreasobale because they are spread all around the world and grandline.
