Elbaf seems to be shaping up to be a short lore dump arc, like Zou.
The villains, the holy knights, are far outnumbered and are resorting to hostages to win. These guys don’t even need to be defeated since they came to elbaf via summoning and as we saw last arc, you can just send them back to MJ by undoing the summoning.
My guess is that Oda will drop some hint for a future power up or moment for Usopp. But this likely won’t realize until a later arc.
In fact I think it’s especially likely Usopp could get utterly destroyed and humiliated by Shamrock, forcing him to get stronger for the final war.
In any case, the focus of this arc is :
