Mihawks bounty froze over 12 years ago when Shanks was worth only 1.014 billion
And now Mihawk is worth more than 3 emperors because his strength and sword skills (aka Advanced CoC) alone.
If Mihawk chose to take Yonko title he will be worth 6 billion

We don't know what Croc was doing prior to now. He only got reintroduced in this very chapter so it useless to assume what it was.
But from what we know from the chapter, Brannew mentioned the individual abilities which generated the new bounty.
For comparison, Luffy's bounty explanation was based on is alliance as well has individual feats.
If that was the case, as said above, the new organization would have been mentioned in the individual bounty analysis like in Luffy's case.

Because it’s different here : Cross Guild still didn’t do anything noteworthy and the alliance is between the 3 of them. They won’t repeat it again, Mihawk has joined them and that is why he is a cross guild member and they are talking about him
