Luffy is at that at 19 because Oda is not writing a 20+ year in canon story. It's a 2 year story.

Anyone knows in-universe it doesn't make any sense if you're not the MC.

Yep, that's the restriction. The 3 options are: 20-30+ years like DB, insane power jumps like OP/Naruto or have some HxH story.
