Because i doubt Oda would make Vegapunk create Soldiers more powerful than Shichibukai Skills Wise
That doesn't make sense

I think SSG are not more skilled than Shichibukai, but more Dangerous so i definitely imagine them like Sentinels
Pacifista were Strong & Durable but DF Powers mostly countered them, so it makes sense for Vega to create New Soldiers who are immune to DFs
