Yes it is technically possible that despite being investigated as guilty, Rottkins is town. There are scenarios that could lead to that. There is *no* reason to assume that they must be in play over the idea that he is scum, especially when faced with the relative lack of content from his slot and his lack of claim when asked. I shouldn't need to explain this, I really shouldn't.
