Where was confirmed this is Ochoku?
He can be Silver Axe, but also just a unamed member of the Rocks Pirate.
Also this Wang Zhi thing is another bullshit from Viz media, the same guys that use Zolo and many other supid translations.

Those Last Two are Silver Axe + Wang Zhi
Since Wang Zhi was Alive Pre-TS, this means that the Guy with Helmet is "Silver Axe"
Guy with Glasses is "Wang Zhi" & apparently his Glasses were taken by Blackbeard, as shown in his Post-TS Introduction
Seeing how Moria had both Zombies of John & Silver Axe, this suggests that They were together
John said that Pirate Island's Treasure should be his, and We also know that Wang Zhi ended up replacing Xebec as Pirate Island's Ruler
And it's pretty clear that Rocks Members didn't really acknowledge Xebec as their Captain (At least not all), so it was more of an Alliance
And what United them is this "Pirate Treasure" (Which apparently is a DF)
However, it seems that Xebec possessed this DF but didn't Eat it, and yet that was Enough to make him Rule Pirate Island, so it's Very Special DF that just consuming it scares all Pirates, meaning it turns you into Someone that All Pirates "Fear", imo it's Mythical Zoan of Davy Jones.
This explains so much:
1. It explains why it's Treasure of Pirates & Specifically "Pirate Island" (That's where Davy Jones Back Fight originated from)
2. It explains why All Pirates Fear this DF, cuz Davy Jones is considered Worst & Most Evil Pirate in History, He is considered Devil himself
3. Davy Jones was Cursed with Eternal Life in Bottom of Sea, where Pirates & Treasures end up, so He is also considered like Death itself
4. Since it's a Mythical Zoan, eating it Transfers the Curse to User, which is why They don't dare eat it
Since Wang Zhi replaced Xebec as Ruler of Pirate Island, this means He is the one who won in God's Valley & recovered the Fruit, but how did others react? WB, Kaidou & Big Mom are Confirmed to have abandoned Pirate Island, why? Cuz Wang Zhi isn't a CoC User, They simply didn't feel like following him, but that doesn't need to apply on other Members
So apparently, likes of John & Silver Axe & possibly others remained on Pirate Island as Wang Zhi's Underlings
However, that's when John Betrayed Wang Zhi & took the DF, andit became known as "Captain John's Treasure", cuz He hid it
That's why even his Crew turned against him & Killed him, cuz He did a Crime that is not Acceptable by Pirates, that's their National Treasure
Silver Axe died either with him or against him, that's why Moria had both their Corpses, i wouldn't even be Surprised if Moria was actually a Member of John's Crew & his Backstory is related to where this DF is Hidden, after all He is only Character who looks like a Devil and have a very Mysterious Scar
This is why Buggy was looking for John's Treasure, cuz He knows it will easily let him Rule Pirates like Xebec once did
And Cross Guild is indeed heading towards becoming Rocks Alliance 2.0
I can add One More Sub-Plot related to all of this though, Akainu wanted Bonney because She is Key to finding John's Treasure (Actually John is Name of Real-Life Pirate John Rackham who is known for having Ann Bonney as his Crew-Member), and even her Name "Jewelry" could be a Hint that She is related to some Treasure

It probably isn't really him then. To be honest, Wang Zhi only exists in order to give Blackbeard some off screen hype. "Oh look! BB defeated a member of Rocks that nobody knows anything about! Isn't that impressive?!"
