So in Wano, the alliance of Kidd, Law, and Luffy defeated Kaido and Big Mom.

Kaido's bounty was: 4,611,100,000 bellies
Big Mom's bounty was: 4,388,000,000 bellies

Big Mom + Kaido = 8,999,100,000 bellies
Luffy + Kidd + Law= 9,000,000,000 bellies

As you can see Luffy, Kid, and Law's combined bounty is roughly the same as Big mom and Kaido's combined.

If we apply the same logic to the Dressrosa alliance then Doffy's bounty should be roughly at 1 billion. because:

Post-Dressrosa Law + Post-Dressrosa Luffy = 1,000,000,000 bellies

It was a little below 1B but yeah. Back then having a 1B bounty was considered sacred and used as a hype tool. Jack got massive build up and a chapter dedicated to him called "Bounty:1 Billion!", and Katakuri also got massive hype along with a chapter title called "The 1 Billion Man!" After that, Jack was relegated to a hype tool and it was all about being over 1B like King and Queen. Now that that hype is outdated, it's all being above 1.5B. The manga is creeping closer to 3B being the norm.

The DR bounties makes no sense. Luffy should’ve gotten more for beating Doffy, Law’s should be a lot higher considering the amount of hype the Rocky Port incident gets and Doffy’s at the bare minimum should be worth Crocs bounty.

In short, Luffy and Law probably should’ve walked away from DR with a 1B bounty each

Yup, we saw how Luffy went from 5 million to 1.5, if those bounties showed power level, it means that Luffy increased his power 3 times after Katakuri which is fake, he just had 1 PU which just helps you combat wise (not power) and still he defeated them without Law, his equal mostly.
