I wouldnt say so, he just lacked the lethality of his head, but it still had the same power. In one piece they have to be very very old to start losing their power.

And even if he got weaker, it isnt by much, maybe 80%?

Yet some people find it weird for many having it. Oda just gave us a spoiler of it in dresrossa. Rayleigh said that characters who had made a big name for themselves usually have it. Each time, Luffy climbs to the top, he will be fightings these users.

Much more than big dreams, it is about following your dream no matter what, they wont allow any other and come and destroy their dreams, their pride.

Even though Chinjao was a small leader, he was very proud as being able to split the island, and thought to have the best power until Garp defeated him.

Katakuri maybe too, he was the role model and had to build his character around godly personality, he will never let people see him bend over even though they are limited by their power.

Chinjao required Garp to take him down after lots of clashes just like it took Legendary Marines to hunt Shiki, Roger and WB

Doffy is bigger in influence as King of underworld but weaker!

Chinjao specifically states that if Luffy = Chinjao, he will get destroyed. He's admitting he's dropped off MASSIVELY.

I said ~7x times since I scale him around TR level currently, and to be pushing Garp to a sweaty struggle he'd need to be much stronger. 10 seems too high, 5 too low.

Chinjao disrespect is real. He was worth over 500m. Thinking 550m and leading a fuckin fleet. Plus if it wasn't for Garp (likely another CoC user) he would have continued sailing and growing in notoriety. He would likely have peaked at 1B plus bounty.

I think CoC was handled poorly. It would've been better if everyone had the potential for CoC but only a few ever awaken it. Would've explained CHinjao. The genetic aspect of CoC I think ruins it

Chinjao was pretty powerful actually, In his prime I'd say he was Around Commander level 30 years ago. (based on how 2nd and 3rd commanders been lookin recently)
