Yes, as you said, Akainu's credibility didn't matter to them, but Kaido's credibility in one-on-one confrontations mattered so much that the Gorosei feared provoking his wrath. And a CP-0 agent (one of the top agents) saying that it would be impossible for him to do so, interrupting Kaido's fight, and even if he succeeded, the guy already knew the consequences.
