So to summarize Judge's core ideology, he is a man who believes in the power of science above all else, and thinks that a true warrior should have no emotions whatsoever. This is literally spelt out at the end of WCI, where he calls Sanji a failure of a warrior for not having iron skin, and relying too much on his emotions. With Luffy even commenting that him being a normal human is a "good thing about him". This is why Germa are the way they are, and why he created them in the first place, to be emotionless superhuman warriors.
We know from SBS and the story itself, that Sanji uses these emotions to fight in the form of Diable Jambe, where his passion burns so hot he creates flames to attack with. And yet, during his fight with Queen, despite this one lasting for several chapters, he was literally unable to ever cause him any harm. The emotions he was so proud of and which Judge disaproved of didn't get him anywhere in the end.
And so at the very end of the chapter, Sanji has been completely demolished by Queen, with every bone in his body broken, and it's then when Judge's tech kicks in to save the day. The same technology Judge reprimanded Sanji for not having, and the reason why Judge thought Sanji wouldn't get anywhere as a fighter.
So, at the end of the day, the story does paint Judge as being correct, since Sanji ultimately needed his technology which Sanji disapproved of to actually survive in battle.
