Nah, Oda is making things up as he goes along at this point, she was intended to be a relevant pirate but that's it.

He already introduced a retcon with Shakky, the empress before Tritoma (Shakky) was said to have died in the manga, and when someone asked about it in an SBS he just handwaved it with his usual bullshit.

This SBS about Shakky's origins comes from Volume 90 (Chapter 907). It was the first chapter to mention Rocks, even before Xebec's silhouette appeared.

Her name also means peony, which was a clue to her Kuja origins, as they are named after flowers.

Voted yes because I realized I was completely wrong about the Kuja pirates' role in the story. I severely underestimated Oda's desire to force them to be relevant. I thought the Kuja were mostly irrelevant, but I don't think this new info was something done "last minute." He probably always wanted to do something like this with the Kuja, it being Shakky is just a simple fit for the puzzle.

In fairness, we don't have definitive proof that Tritoma is dead. Could be the empresses that "died" like Shakky and Tritoma is just a cover for "they ran off away from Amazon Lily and ain't ever coming back" whereas Gloriosa did come back. Remember, the Kuja gals are all kind of massively ignorant of the world, easy to trick.
