Mihawk > law, kidd. This alone justifies buggy becoming an "emperor".
I am sure the reason the wg put buggy so high is not only because his connections to roger and shanks but also because he is rocks child and his df is just like luffy's, with a hax awakening.
Ps. Buggy being rocks child and his awakening aren't canon right now, but I believe that there is more to buggy than just his gag character, he has some serious potential which the wg is aware of. In my opinion, of course.
