There's also the fact that larger guys look bad regardless of powerscaling if they get manhandled by someone a lot smaller

What decline exactly? One piece never had any special fighting in the firsts place oda doesn’t really like drawing fights one piece was always about the story and some cool ,hype moments and straw hats power ups and progression that’s all it never had many fights so I dunno what are you even trying to say ..
Main matchups in Fishman Island. It was very clear what he wanted with the strawhats. Luffy gets all the glory. Zoro gets whatever is left and Sanji basically jobs until he gets serious. Usopp gets wins that nobody could enjoy. Robin is a damsel. Nami and Chopper got good fights post timeskip. Franky is entertaining but doesn't really show the extent of his ability. Mostly gags. Brooke is a badass but his fights don't scale its mostly just seeing what new ability he has. And anything interesting gets off paneled. So around chapter 600 the fights fell of.
