General & Others What crews or organisations should have been develloped more ?

What are the pirate crews and other criminal organisations that should have gotten more focus and more strong and distinct personnalities in them ?

I would have liked to see a bit more focus on the Underworld and on the various organisations and business branches inside it.
I also think that we should have seen more distinctive personnalities and various movements inside the Revolutionnaries with some of them following the same ideology than Dragon and Sabo, others being less idealistic and having other opinions on how to fight the World Government and the Celestial Dragons and others being far more radical and violent, thinking that the world should be changed radically with the abolition of monarchies, nobles and of the WG, if not an outright abolition of classes.

It would make the RA a more diversified, ambigiously moral and interesting group.

RA is fine as long as Oda will provide us a better outlook over every single relevant member

TBH,

I think the:

-Underworld
-CP-0
-Revolutionaries
-Rocks Pirates

are still going to be set up as we move forward from Wano. Its clear the underworld is surviving post Kaido (Jack was asked Queen if he does know where else to get his trade deals from aside Doflamingo) and can be used for something else, and CP-0/Revo's seemed destined to clash considering the Revolutionaries are targeting the Tenryuubito and the CP-0 specifically protect them. Considering the namedropping Oda did for the Rocks pirates, either they continue past Wano in some form or the crew is going to assemble at Wano.

Side-note, it's super exciting to realize we have no idea the backstories of:

-Dragon
-Kuma
-Mihawk
-Shanks
-Blackbeard

yet. Like holy hell, there is still some significant pieces to the puzzle missing right now when it comes to character motivations. And that doesn't include unrevealed characters like Vegapunk, Im, etc.

Since they were dealing with Pirate crews and such through Tanaka
Tesoro must've some good dealings since he can send a treasure hunter to deal with cp0 or making a pirate crew who specialize in bounty hunting pay tribute to him

Its a small shot but one thing I kind of hope for is that a version of Tesoro is canon and is the replacement for Doflamingo that Queen tells Jack to contact during Wano, similar to how Shiki is 100% canon in Chapter 0 and part of Rocks. But the fact that Bullet was not featured at all in Roger's flashback and Z has yet to be mentioned as part of the old generation of marines leaves me wondering Oda even wants to acknowledge these characters beyond Shiki. Granted, he probably wouldn't at this point if he's barely done so with Shiki.

I'm curious if the eventual Roger/Rocks flashback we are probably going to get during Wano causes Oda to draw him again.
