Why do they seemingly not have conquerors haki?
  1. They're not just strong but some of the strongest characters in the verse
    • It’s also not like you need to be a top tier to unlock conquerors. Boa, ace, or Doflamingo being good examples
  2. Extremely ambitious each devoted to their sense of justice and being in an extremely exclusive position
    • It’s not like you need to have any grand ambition to have conquerors either. Whitebeard, Chinjao, and Katakuri being perfect examples of that
  3. There are other marines with conquerors like Garp, sengoku, and Koby
    • Koby’s dream even revolves around the fact he wants to become an admiral. Kinda like how zoro’s dream revolves around being wss
  4. It’s also not like having conquerors would make them too strong. Them having strong devil fruits in no way would affect them having conquerors or not. The emperors being prime examples of that. They don’t even need to have conquerors coating because we’ve seen a bunch of conquerors without it
So pretty much two questions
  1. What are the admirals missing?
  2. What do all conquerors have in common if anything?

Aokiji wanted to become fleet admiral, in essence he is a conqueror as he had the ambition and wanted to conquer the highest position in the marines.

all fleet admirals are coc users
But not all admirals are coc users.

i would bet that fujitora and aokiji have coc traits.
Kizaru and green bull less so.

1.Admirals are missing nothing, personally i think we should wait to see kizaru at egghead aokiji in no way was going all out imo at least.

2.Cant really think of anything specific besides rayleighs words: Most who make a name for themselves in this world have it. The marine admirals (all 5) fit this criteria

I think the admirals should have at the very least coc, probably Acoc. Either way for sure they lack screen time to show it but I will also try to speculate that they lack freedom so they can't be real conquerors.

What I mean is that Garp, who has ACoC, always refused to be promoted to admiral since he knew he would become a CD guard dog. And indeed just think about it, CDs are around the world doing the worst shit you can imagine (slavery, homicide and tortures in broad day light and basically everything their perversions tell them) and you have to run to rescue them and punish whoever, rightly in every case, dared to attack them. See Carlos at Sabaody. How can somebody like that be labeled as a conqueror? Then there is also the Gorosei bashing Akainu but that is already way better since the gorosei at least are the top 5 authorities of the world plus they actually have brain, deserve that position, but also gave atrocious orders like the one to level Ohara.

Akainu in the end just acts like a loyal underling probably because his ideals align with them to a degree, see him erasing the Ohara ship full of people, yet at least he is rebellious some times but that is not enough, even because in the end it is the gorosei who decide and Akainu is helpless about that.

Greenbull arrives to the point he sees them as gods even if he is pissed when a random CD tells him to not do much damage while fighting to protect them in Marijoa (and stays quiet because he doesn't dare to replay, he "will be executed" otherwise).

Kizaru also arrived in no time when Carlos was in danger at Sabaody. If you look a bit at those facts you see they actually lack freedom and that is a concept central in OP, see Luffy dream about freedom.

The one who has freed himself and already had serious doubts is Aokiji, and indeed his mentor was Garp. If actually by eos Oda shows that Aokiji get it while the other admirals (bar maybe Fujitora too) lack it that could be a confirmation of this theory.

It's very interesting that every conquerors in the story has cries at least once.

While Admirals, Mihawk and Dragon has yet to cry.....

There's also Teach but he cries during his childhood.

That old excuse doesn’t work since Zoro has to follow Luffy’s orders too. Several Conquerors Haki users are in the same boat: Rayleigh, Hancock, Ace, Katakuri, Sengoku

It is and has always been very simple: it’s whomever Oda wants to give it to. It’s just the author’s whim.

Probably it is just Oda like you said but Zoro, Ray and Ace are/were following people they respect, believe in and are ready to die for, admirals are forced to defend scumbags. Kata in a way is forced to follow his mother but you can argue he is just doing that for the sake of his brothers and sisters and now is actually happy BM is no longer around. Hancock is free and Sengoku doesn't actually follow this theory since he was an admiral and for sure was forced to do the same job as the others..
