You see how garp is in front of Rocks in the above image? (this is very very important later on)
And see how roger and rocks are having a clash of their swords?
And you see how Rocks then overpowers roger? The fourth panel is rocks flexing and adding more power.
Then we see Roger and Garp fly away right?
So, what that means is, Rocks swung his sword really really hard.
You following so far? is it too difficult for you still?
So, when he swung the sword really really hard, he overpowered Roger, who was clashing with his sword right?
But Rocks didn't stop there. His sword didn't just stop after overpowering roger. right?
Now look back. scroll up a bit. back to when i told you that Garp was In Front of Rocks? Remember that?
So, Garp is just hanging out in mid air IN FRONT of Rocks right?
Guess what?
Remember that sword that Rocks swung really really hard and blew away Roger? That very sword movement, it travelled through the air right? And, guess who it happened to meet there?
That's right. The very same Garp who was chilling up there after he punched Rocks in the face.
So, what did the sword that rocks swung do?
Yep, you might have guessed it. It Blew away Garp as well.

The bottom panel you're referring to doesn't show rocks even remotely making contact with Garp.
The sword swing is in a horizontal downward motion towards roger, the panel you posted literally shows that.
