Luffy said that if Kaido stayed on wano the wano people will still get hungry, kaido countered this conversation with what he said that he doent care about what happen to wano people that wano is full of weak people and losers and luffy said to shut up.

But what does luffy really meant when he said they are strong?

For luffy when he said their strong he didnt just actually meant it on physically because luffy doesnt look on the physical appearance but luffy looks people on their heart.what i meant with that is spirit.
That even though what happen to wano people after this 20 years of suffering they still strong on their hearts.

That's because the local villain to destroy the country and caused their downfall. Just like every other country the straw hats visits. It's the same thing in almost every arc.

If Oden wouldn't have let Kaido trick him and teamed up with Hyou and defeated Kaido, Wano and the samurais would be much stronger.

Oden would be even stronger now and might even be the WSS. Momo would be around Zoro's current level. All of the Scabbards would be stronger. I believe Kinemon would be around YC1 level. All of Yakuza leaders and their followers would be stronger since they wouldn't have wasted away in the jail. The Yakuza leaders would probably be around veteran/F6 level.
